The Nigerian Senate has rejected the 2023 budget of the National Agency for the Control of Aids (NACA), as it vowed to probe into it when its Director-General Gambo Aliyu appeared before the committee to defend the 2023 budget.
The National Agency for the Control of Aids (NACA) used this budgeting system to create its yearly budget for 2021 and 2022, and the Senate has started an investigation into it.
On Tuesday, when NACA Director-General Gambo Aliyu appeared before the committee to defend the 2023 budget, Senator Elisha Abbo, the chairman of the Senate Committee on Primary Healthcare and Communicable Diseases, pointed out this.
Abbo said the agency’s budgeting method was inconsistent, stressing that it was incorrect to classify recurrent expenses under the capital budget.
Therefore, the committee’s chairman declined to approve the NACA budget for 2023, arguing that the anomaly in earlier budget allocations needed to be fixed before the current budget could be taken into consideration.
The fact that something has been incorrect for 100 years doesn’t make it right, according to Abbo. The way things are done needs to change. How does a board meeting fit into the definition of a capital project? This is a misnomer as well as a discrepancy. We must correct this misunderstanding.
“The committee will review it and throw it out. You don’t sound like you have enough capital. We recognise the significance of your agency.
However, the chairman of the committee established a three-person ad hoc committee to investigate NACA’s budgeting procedure.

Abbo also questioned the extent to which grants and assistance obtained by government organisations were unreported.
The NACA director would not speak with journalists following the defence session, therefore attempts to convey his views to the media were unsuccessful.
After a meeting behind closed doors with Dr Ifedayo Adetifa, director-general of the Nigeria Center for Disease Control, Abbo declared that the Senate will assure sufficient budgetary support for the centre to obtain a suitable headquarters.
