Key Claims Surface During Subcommittee Hearing on Government Waste
Washington D.C. – February 2025:
U.S. Congressman Scott Perry has alleged that the United States Agency for International Development (USAID) has been indirectly funding terrorist organizations, including Boko Haram, ISIS, and Al-Qaeda.
Perry, a Republican representing Pennsylvania, made the claim during the inaugural hearing of the Subcommittee on Delivering on Government Efficiency on Thursday.
The hearing, titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud,” focused on the misuse of taxpayer funds and allegations of fraudulent spending within U.S. government agencies.
Key Accusations by Congressman Perry
According to Perry, USAID allocates $697 million annually, some of which allegedly ends up in the hands of terrorist organizations and radical groups.
“Your money—$697 million annually—plus cash shipments are going to Madrasas, ISIS, Al-Qaeda, Boko Haram, and ISIS-Khorasan. That’s what it’s funding,” Perry stated.
Concerns Over USAID’s Spending in Pakistan and Afghanistan
Perry also criticized USAID’s reported spending of $136 million for building 120 schools in Pakistan, claiming that there is “zero evidence” that these schools were ever built.
Additionally, Perry questioned the legitimacy of programs like:
✔️ Operation Enduring Sentinel’s Women’s Scholarship Endowment ($60 million annually)
✔️ Young Women Lead ($5 million annually)
“You are funding terrorism, and it’s coming through USAID,” Perry declared.
He further alleged that:
- USAID spent $840 million over the past 20 years on Pakistan’s education programs, but with no proof of actual results.
- The Inspector General cannot verify school constructions due to restricted access.
- USAID invested $20 million in children’s educational TV programs, despite physical schools allegedly not existing.
Trump and Musk’s Push to Shut Down USAID
Former President Donald Trump has previously called for the closure of USAID, citing allegations of corruption and misuse of taxpayer money.
His Department of Government Efficiency (DOGE), led by billionaire Elon Musk, aims to dismantle bureaucratic agencies, slash regulations, and eliminate wasteful spending.
Musk has also accused USAID of:

🚨 Funding bioweapon research, including COVID-19
🚨 Being a “viper’s nest of radical-left Marxists”
