The House Committee on Public Petition of the National Assembly has called Prof. Florence Banku-Obi, Vice Chancellor of the University of Calabar (UNICAL), to appear before the House over a petition filed against her by supposed underpaid employees of the institution.
The House compelled the UNICAL chief to appear in person on Thursday, 27 October 2022 at 2:pm in accordance with Sections 88 and 89 (C) of the Constitution of the Federal Republic of Nigeria in a letter of notice written to the VC with petition number 505 of 2022.
UNICAL employees who claim they have not been paid after over 27 months of service are petitioners in the petition, while the Vice Chancellor is the respondent.
“And further take notice that if you do not attend the hearing as required, the case may be heard or determined in your absence,” the Committee cautioned.
Remember that Prof. Florence appeared before the Committee on April 6, 2022, after several disgruntled employees petitioned her.

While being grilled by the Committee in April, Obi stated that the school’s 2019/2020 employees have anomalies in their employment, but that she has been using all of her magic to guarantee that they are paid. She claimed that the work done prior to her administration as the institution’s vice chancellor.
The first female VC of UNICAL, stated that she “made several visits to the Integrated Payroll and Personal Information System (IPPIS) Office of the Accountant General of the Federation for the affected staff to be payrolled, but was told there was no clearance from the Budget Office, thus no monetary backing to payroll them.”
“I also contacted the Budget Office for authorization to payroll the petitioners by IPPIS,” she continued.” Before granting permission and financial backing, the Budget Office insisted on revalidating the abovementioned approval by the Federation’s Head of Civil Service.”
