Reps Clarify Stance on Proposed Creation of 30 New States

Deputy Speaker Kalu: “No Side Taken, Proposals Must Meet Constitutional Requirements”
Abuja, Nigeria – The House of Representatives has clarified that it is not taking a side on the proposal to create 30 new states in Nigeria. Deputy Speaker Benjamin Kalu made this clear in a statement issued by his Chief Press Secretary, Levinus Nwabughiogu, on Friday, February 7, 2025.
Key Highlights from Kalu’s Statement
1. The House Has Received 30, Not 31, Requests for State Creation
The proposals were presented during Thursday’s plenary session A previous error reported 31 applications, but Ibadan State was listed twice
2. No Proposal Has Met Constitutional Requirements
Kalu emphasized that:
None of the 30 proposals meets the requirements of Section 8(1-3) of the 1999 Constitution The House is giving applicants until March 5 to correct gaps in their applications A two-thirds majority is required from:
- The Senate
- The House of Representatives
- The State Houses of Assembly
- Local Government Areas
3. Public Notice to Applicants
Kalu stated that many Nigerians were unaware of why past applications failed. The 10th Assembly is now transparent about the process.
A public announcement will be placed in newspapers for wider awareness
4. The Push for State Creation Reflects a Desire for Development
Kalu acknowledged that:
- Many Nigerians see state creation as a way to receive more “dividends of democracy”
- President Tinubu’s administration has focused on development commissions to promote growth at the grassroots
- Whether creating more states leads to better governance is a matter of debate
5. The House Will Consider All Perspectives, Including Afenifere’s Stance
Kalu responded to Afenifere’s position that states should control their resources while making returns to the Federal Government: The House will consider all sides Parliament’s role is to analyze the desires of Nigerians through debates and amendments The process will be guided by what is best for the people
Next Steps
Applicants must amend their submissions by March 5 to meet constitutional guidelines. The House of Representatives will then review the proposals accordingly.
