Lagos State Invites Bids for Gas-Fired Power Plants to Bridge Energy Gap

Lagos State is taking a major step to tackle its persistent energy challenges by inviting independent power producers and energy firms to submit bids for building gas-fired power plants. The initiative, launched by the Ministry of Energy and Mineral Resources in partnership with the Office of Public-Private Partnerships (OPPP), aims to generate additional electricity for the “Clean Lagos Electricity Market.”
Background
With a population of over 20 million, Lagos is Africa’s largest metropolitan hub, facing substantial power demands. The city currently requires more than 6GW of electricity, yet the national grid supplies less than 2GW during peak times, leaving a substantial gap in power needs.
Key Initiative: Establishing Four Power Hubs
The Lagos State Government plans to establish four strategically located gas-fired power hubs, each requiring a minimum generation capacity of 100MW. These hubs will generate the electricity shortfall and will be located near existing distribution company (DisCo) substations, enhancing grid-connected power supply and increasing energy resilience across Lagos.
Statements from Officials
Biodun Ogunleye, Commissioner of the Ministry of Energy & Mineral Resources, and Bukola Odoe, Special Adviser to the OPPP, announced in a joint statement:
“The minimum intended generation capacity of electricity for each of the four hubs shall be 500MW, which will be produced by one or more power-generating companies. Each participating firm must have a generating capacity of no less than 100MW.”
They emphasized that this project is part of the Clean Lagos Electricity Market initiative, focused on sustainable and reliable power supply.
Call for Proposals
Qualified gas-fired independent power producers and energy solution companies are invited to submit bids for establishing power plants with an installed capacity of at least 100MW for any of the four hubs.
